When estimating future cost and performance levels an understanding of current performance relative to relevant comparators is important. A key aspect of this understanding will be a view on how the Infracos are performing both relative to each other and also when compared with other similar industries or rail networks. The Arbiter's approach to benchmarking will enable these comparisons to be drawn.
